Information Kerala Mission
In 1997 the State-level Informatics System
for Strengthening the Decentralized Plan Implementation
(SLIDE), was conceived to focus on creating efficient
and responsive mechanisms for governance at the local
level. The project, which has evolved into what is now
known as the Information Kerala Mission, seeks to computerize
and establish a wide area network (WAN) to connect the
1,215 local governing bodies throughout the state. One
of the unique features of the IKM project had been the
extensive effort taken in systems documentation and
the overall emphasis on business process re-engineering
and development of an integrated services backend database.
This has given substantial strengths to the application
development, testing of applications and implementation.
The project management team has been constituted and
software preparation for various modules for the project
has been completed. Pilot project has been implemented
in certain identified Local Self Government Institutions.
Vellanad is declared as the fully computerized panchayat
in the country. In order to replicate the activities,
it was decided to implement the project as a BOLT model
Computerisation of Local bodies, being implemented
by Information Kerala Mission (IKM) aims at networking

- 14 district planning offices
