Secretariate Knowledge Management System
Secretariat is the Administrative Headquarters
of Kerala Government and its buildings house the offices
of all Ministers, Secretaries to Government and 37 Departments.
These Departments are housed in 6 blocks. Government
has already decided to set up a Secretariat Wide Area
Network (SWAN) connecting Secretariat, Secretariat annexe,
Vikas Bhavan and Public Office in a phased manner. As
part of this project, networking of Secretariat and
Secretariat Annexe is envisaged in the first phase.
The success of any eGovernance project is the computerized
environment in which the employees can work comfortably.
As part of this exercise, Government of Kerala initiated
the refurbishing work in the whole Secretariat. Refurbishing
work and modular partitioning of the whole of the Secretariat
main blocks have been completed.
With the proposed plan of around 3000 computers and
other servers in the main campus,the existing capacity
of the transformer installed in Secretariat is insufficient.
So action has been initiated to install another 1000
KVA Transformer with DG set of around the same capacity.
The work is in progress and is expected to be completed
during the current financial year. There are around
800 computers in the Secretariat, and out of this around
500 nos. are working in a networked environment. With
the enhancement of the power supply the number of computers
may be immediately increased to around 2000 nos. and
at a later stage gradually to 3000 nos.
The current network of around 500 computers are connected
using cables hubs and switches. It is connected to the
internet using BSNL line of 2 Mbps capacity. Firewalls
are placed for adequate protection and there is provision
for Network Access Storage. Network server, Mail server
etc are also in place for proper functioning of the
system. The system mainly connects the offices of all
the Ministers, Secretaries and other senior officials
in the Secretariat. Effective communication system using
this network is in place. Upgradation of the system,
for providing connectivity to all the levels in Secretariat
is under consideration.
Internet Based Messaging System (IBMS) is introduced
in Secretariat as an alternative to the existing Tele-printer
equipment. Earlier there was Tele-Printer (TP) System
for connectivity of the Secretariat to all the District
Headquarters, Advocate General's office and the Office
of the Special Representative, New Delhi. The IBMS is
only a replacement of the earlier manual TP system with
the advantage that instead of typing the messages, they
are scanned and send to the offices concerned through
telephone lines. Each office coming under this system
is connected using ISDN lines for data transfer. The
system maintains an effective and error free mechanism
for sending and receiving messages. Human interaction
in the area of receiving messages has been completely
eliminated. There is also the possibility of keeping
records of the transactions and even the messages. Other
offices not connected to the system are also using advantage
of this system by routing their messages to the offices
concerned. Since this system is connected to the SICS,
soft copy of the messages can be transferred to the
offices in Secretariat for speedy processing.
