State information infrastructure
Kerala has entered into an agreement with
the Government of India to have a State Information
Infrastructure (SII) project, to provide a common IT
infrastructure for the Government for the smooth and
secure rollout of its E-Governance programs. The project
will have a Data center in Thiruvananthapuram and network
centres at Kozhikode, Kochi & Thiruvananthapuram.
The data centre will host all E-governance applications
centrally at one point. The SII is a significant augmentation
of the IT / E-governance infrastructure in the State
and would enable high speed connectivity between the
three network centres. Along with commissioning of the
State Wide Area Network, the project to link all the
14 district headquarters to Thiruvananthapuram has also
been completed
Kerala Government has received 8 MBPS data links for
its exclusive use from major Internet Service Providers
like VSNL Reliance, Asianet, Bharti, etc., against the
"Rights of way" granted for laying OF across
the State. SII essentially includes one Main Backbone
running from North to South across the State that would
run over the OF laid by these companies. The Government
departments using this facility can either share the
servers available at the Data center or co-locate their
servers in the Data center, thus saving huge capital
investment for the servers as well as the associated
equipments like the mass storage, LDAP , backup etc.
The cost of the infrastructure like the Generator, UPS,
air-conditioning, access control, surveillance, fire
detection, fire suppression etc also can be saved. Departments
can also utilize the huge backbone capacity made available,
between Thiruvananthapuram, Kochi and Kozhikode.
8.E-Pay
E-pay project was introduced on 16-08-04 as an online
system for the collection of various taxes and fees
due to Government . It is a Public-Private Participation
(PPP) model.
With the availability of district-wide connectivity,
Malappuram has been selected for the implementation
of e-pay services. The AKSAYA entrepreneurs constitute
the private participation in this model.Other stake
holders in the model are the FRIENDS Janasevana kendrams
of Government of Kerala and the SBI online. Payment
to departments being arranged through FRIENDS.
Through epay, citizens can remit their bills and dues
to Government. Presently, epay services are delivered
through more than hundred e-kendras in Malappuram district.
Electricity bills and BSNL telephone bills (landline
& mobile) are currently being collected through
the e-pay system.
Within one month from the date of introduction the
collection amount crossed Rs.10 lakhs. Till November
there was a collection of around 20 lakhs and there
were more than 5000 transactions in e-pay. Government
is planning to introduce more services through epay.
